Ho-oh and Lugia were looking at a old experiment of their's. The Pokepersonalities experiment.

"Even though you goofed." Celebei said.
"Goofed?" The two gods said.
"Yep, Goofed. You didn't take into consideration all 251 POKeMON, You forgot the, albeit small, subsections of Dark and Steel, AND Ash and Misty broke up." Celebei said.
They hug their heads in shame. Rainbow Cloud's biggest responsibility was to nuture the relationship. They made a experiment, got Ash and Misty involved, and the relationship collapsed before it was fully formed.
"I've got a idea on how you can solve this accident. Restart the timeline, but with the missing amulets present. I'll do the old woman routine again, but this time, They get these two fresh amulets." Celebei said.
Lugia and Ho-oh understood, since they were the most likely pairing to end up together.
Resetting....
Ash and his friends were partway through Ash's Jolt League challenge, when a old woman seemed to appear from the undergrowth.
Misty got out her purse, but as they approached, the woman told her to put it away.
"No, no, no, What I have for you is free." The old woman said, showing them four amulets, A purple one, a green one, a red one and a blue one.
Yes, I am using the same colours as the old Pokepersonalities they got, but hey, they still fit.
Misty looked at the blue one, to be able to make out a carving of...
"This one's carved with Lugia! I'll take this one." Misty said, pocketing it.
Ash looked at the green one. Misty looked at it herself, to just make out a Bulbasaur.
"I'll take this one." Ash said, "Bulbasaur is one of my POKeMON."
Brock just took the red one, since he didn't like the look of the purple one.
"And I guess this one's for you, Pikachu." Ash said, putting the fouth one on Pikachu.

"Who would guess the Gods were married?" They both said.
In my fanfics, and my general reckoning, The Gods are married, and Lugia is male, while Ho-oh is female.
Who cares what sex Nintendo says they are.
